Project Management for Strata Electrification Projects

The report tells your strata what to do. This service is how it gets done. CF Electrical Services manages EV charging rollouts, heat pump conversions, and other large electrical retrofits on the strata corporation's behalf — scope, quotes, rebates, schedule, and plain-language communication with your council and owners. One accountable point of contact from planning through completion.

The gap between the report and the finished project

BC strata corporations now commission electrical plans as a matter of law and funding — the Electrical Planning Report the Strata Property Act requires, and the EV Ready Plan that unlocks BC Hydro's EV charging rebates. But a report is a plan, not a project. Between "the council adopted the plan" and "the chargers are on the wall" sits months of work: writing a scope contractors can price, collecting quotes that actually compare, checking rebate paperwork and deadlines, watching the schedule and the budget, and explaining each step to owners.

That work usually lands on a volunteer council or an already-stretched strata manager — and it's where good plans stall. Electrification project management exists to close that gap.

What the service covers

Every engagement is customized to the project, because no two stratas are electrifying the same building on the same budget. Depending on what your strata needs, we can:

  • Define the scope. Turn the report's recommendations into a written scope of work and specifications that contractors can price like-for-like.
  • Run the procurement. Prepare the request for quotes, field contractor questions, and help the council compare bids on substance — scope coverage, exclusions, and schedule — not just the bottom line.
  • Coordinate rebates and approvals. Keep the BC Hydro rebate stream, utility coordination, and permitting paperwork moving on the timelines the programs require.
  • Oversee delivery. Track milestones against the schedule and budget, review progress and invoices against the agreed scope, and flag issues while they're still small.
  • Communicate in plain language. Council updates and owner-meeting material written for the people who have to vote on the project.

The through-line: your council keeps every decision, and gains an experienced advisor who reads the technical documents on its behalf.

Typical projects

EV charging, heat pumps, and service upgrades are the projects stratas take on most.
  • EV charging rollouts — implementing an EV Ready Plan: phased charger installation, energy management, and the BC Hydro rebate stream that funds the work (as of July 15, 2026, a qualifying plan on file is a prerequisite for standalone charger rebates).
  • Heat pump and gas-to-electric conversions — the load, capacity, and phasing questions a building-wide mechanical electrification raises, including the council approval steps CHOA's council guidance sets out.
  • Electrical service and distribution upgrades — when the plan concludes the building needs more capacity before it can electrify.
  • Other large electrical retrofits — any project big enough that the council wants a professional managing it.

On your side of the table — here too

The rule that governs our reports governs our project management: we work on your side of the table. We manage the project on your behalf, and your council keeps every decision — scope, contractor selection, and budget. We have no financial interest in which contractor wins or how large the job becomes — which is exactly what you want in the person checking the quotes.

It also means the same firm can carry your strata from first obligation to finished project: the EPR that assesses the building, the EV Ready Plan that maps the charging strategy, and the management of the project that follows — one engagement history, consistent numbers, no re-learning your building each time.

How it works

A managed electrification project, start to finish

Every engagement is scoped and priced per project — an EV charging rollout, a heat pump conversion, a service upgrade. A typical engagement takes this shape, with your council keeping every decision and one point of contact managing the project from planning through completion.

    Tell us about the project

Where your strata is at — report in hand, quotes gathered, or just starting. The engagement is scoped and priced per project, so council knows the cost before it commits.

You receive: A per-project proposal, with a reply within one business day.

  2. 02

    Scope & specifications

The report's recommendations turned into a written scope of work — the document that makes every quote comparable.

You receive: A written scope contractors can price like-for-like.

  3. 03

    Procurement

We prepare the request for quotes, field contractor questions, and help council compare bids on substance — scope coverage, exclusions, schedule — not just the bottom line.

  4. 04

    Council decides

Your council selects the contractor. We have no stake in who wins the work — which is exactly what you want in the person checking the quotes.

  5. 05

    Rebates & approvals

BC Hydro rebate streams, utility coordination, and permitting paperwork kept moving on the timelines the programs require.

  6. 06

    Delivery oversight

Milestones tracked against schedule and budget; progress and invoices reviewed against the agreed scope; issues flagged while they are still small.

  7. 07

    Closeout & communication

Council updates and owner-meeting material in plain language throughout — written for the people who have to vote on the project.

You receive: Closeout documentation, and an owner-ready paper trail for the whole project.

Your council keeps the decisions. We carry the workload.

Scope, quotes, rebates, schedule, and owner communication — managed by a consultant with no stake in the construction contract. Experience built in the BC electrical industry, now focused exclusively on strata consulting.

Electrification project management FAQs

What is electrification project management for a strata corporation?

It's customized consulting for the implementation stage of a strata electrical upgrade. An Electrical Planning Report or EV Ready Plan tells your strata what to do; actually doing it means defining scope, obtaining comparable contractor quotes, coordinating rebates and permits, and keeping the work on schedule and on budget. CF Electrical Services manages that process on the strata corporation's behalf, in plain language your council and owners can follow.

What role does CF Electrical Services play in the project?

CF Electrical Services is your strata's project manager. We manage the project on your side of the table — scope, comparable quotes, rebates, schedule, budget, and communication — and your council keeps every decision. That keeps our advice impartial: we have no stake in which contractor wins the work or how large the job becomes.

What kinds of projects does CF manage?

Strata electrification projects: EV charging rollouts (typically following an EV Ready Plan), heat pump and gas-to-electric conversions, electrical service and distribution upgrades, and other large electrical retrofits a strata undertakes. Each engagement is scoped to the specific project — there is no one-size package.

Who manages a strata EV charging installation project in BC?

Most councils want an experienced party managing the project on their side of the table — writing the scope, comparing contractor quotes, coordinating the BC Hydro rebate paperwork, and tracking schedule and budget. CF Electrical Services provides that project management for strata EV charging projects across British Columbia.

Can you help manage a strata heat pump conversion project?

Yes. Heat pump and gas-to-electric conversions raise the same implementation questions as EV charging — load and capacity, phasing across the building, contractor scope and quotes, and rebate coordination — and CF Electrical Services manages that process on the strata corporation's behalf, from planning through completion.

Do we need an Electrical Planning Report or EV Ready Plan first?

Not necessarily, but most managed projects start from one — the report defines the technical scope the project delivers. If your strata already has a report (from CF or another provider), we work from it. If it doesn't, the report is usually the right first step, and we can prepare it: an EPR is mandatory under the Strata Property Act in any case, and an EV Ready Plan is the route to BC Hydro's plan rebate (up to 75% of the plan's cost, to a $3,000 maximum).

How does the strata benefit from professional project management?

Strata councils are volunteers, and a large electrical retrofit is a multi-month project with technical decisions at every step — specifications, quotes that don't compare like-for-like, rebate paperwork with deadlines, and owners who want to know what's happening. Professional project management gives the council one accountable point of contact who reads the technical documents, frames the decisions in plain language, and has no financial interest in the construction contract.

How is project management priced?

Every engagement is scoped and priced per project, by proposal — tell us about your project and we reply within one business day, so your council knows the cost before it commits.

Where does CF manage projects?

Across British Columbia, from our Vancouver office — the same province-wide coverage as our reports. See the regions we serve.
