The report must document the current capacity of the strata's electrical system, list the existing demands on it, estimate peak demand and spare capacity, estimate the capacity needed for anticipated future demands — EV charging, heat pumps, and other electrification — and recommend practicable steps to manage or reduce demand. A document missing any of these does not meet the regulation's content requirements.
The Province also publishes preparation guidance (updated May 2026, developed with BC Hydro, CHOA, and VISOA) that Revelstoke councils can use to hold any provider to a consistent standard: an on-site inspection rather than a desktop review, analysis of the building's BC Hydro consumption data, and electrification scenarios modelled on the building as it actually is.
