This guide covers what an electrification upgrade is for strata corporations across Fraser Valley. The requirements are province-wide, but two things are local to your council — the deadline you are working toward and the kind of building you manage.

British Columbia's strata buildings are in the middle of a generational change. Buildings designed around natural gas heat and one car per household are being adapted for EV charging, electric heating and cooling, and electric hot water — and the construction projects that make that possible have acquired a name of their own: electrification upgrades. This guide explains what an electrification upgrade actually is, the forms it usually takes in a strata building, why these projects run differently from ordinary strata maintenance, and how a council gets one from idea to completion.

What "electrification" means for a strata building

Electrification is the shift from systems that burn fossil fuels — or that simply didn't exist when the building was designed — to systems that run on electricity. For a strata corporation, that shift shows up as demand on one shared asset: the building's electrical service. Every heat pump, every EV charger, and every electric water heater draws from the same service entrance, the same distribution equipment, and the same panels the building has had since it was built.

That is why "electrification upgrade" covers two kinds of work at once: the visible additions owners ask for (chargers, heat pumps), and the underlying electrical work that lets the building support them. An electrification upgrade is any project that adds significant new electric load to the building, expands the building's capacity to carry that load, or both.

The most common electrification upgrades in BC stratas

  • EV charging infrastructure. Building-wide or phased provisioning of parking stalls for EV charging — conduit, wiring, metering, load management, and the chargers themselves. Usually implemented from an EV Ready Plan, which maps the strategy and unlocks BC Hydro's rebate stream for the work.
  • Heat pump and gas-to-electric conversions. Replacing gas boilers, rooftop units, or electric-baseboard heating with heat pumps — in individual suites, building-wide, or for central systems. These projects raise load, capacity, and phasing questions across the whole building; our heat pump guide for stratas covers the suite-level side in detail.
  • Electric domestic hot water. Converting central gas-fired hot water plants, or supporting in-suite heat pump water heaters, adds another block of electric load that has to be planned against the service.
  • Electrical service and distribution upgrades. When the planning work concludes the building needs more capacity — a larger service, new distribution equipment, or panel upgrades — before it can carry the loads above. This is the foundational project the others sometimes depend on.

Most real projects combine these. A strata implementing an EV Ready Plan may also be replacing a boiler at end of life; a service upgrade is often sized once, deliberately, to carry both.

Why electrification projects are different from ordinary strata work

Councils manage repairs and maintenance all the time. Electrification upgrades tend to be harder than a roof or repipe project for a few structural reasons:

  • They are capacity-bound. The decisive question is rarely the equipment — it is whether the building's electrical service can carry the new load, and in what order. BC's 2026 Building Electrification Roadmap identifies the cost of electrical capacity upgrades as a major barrier for buildings, at CAD $500,000 to $2 million when a full upgrade is needed, and names active load management as the critical first step to mitigating those costs.   • Sequence matters. Load-management measures can free capacity a building already has; done first, they can shrink or defer a service upgrade. Done in the wrong order, a strata can pay for capacity it didn't need — or approve individual installations until an upgrade is triggered unexpectedly.
  • Funding programs have rules and timelines. BC Hydro's EV Ready program pays real money — up to $600 per stall and $120,000 per project toward EV Ready infrastructure — but each rebate stage has prerequisites, pre-approvals, and claim windows that have to be managed alongside the construction schedule. As of July 15, 2026, a qualifying planning document on file is also a prerequisite for standalone charger rebates.
  • Strata governance runs through the middle of it. Bylaws, ¾ votes at a general meeting where required, alteration agreements, and owner communication are part of the project, not an afterthought. The Strata Property Act also gives owners a framework for EV-charging requests, so demand can arrive before the strata has a plan.
  • Several parties have to be coordinated. The utility, the permitting authority (electrical work in BC is permitted and inspected under Technical Safety BC), licensed electrical contractors, other trades, the strata manager, and the owners — each on their own timeline.

Where every electrification upgrade starts: the plan

The starting point is knowing what the building can actually support. That is the job of the Electrical Planning Report (EPR) — the report every BC strata corporation of five or more lots must obtain under the Strata Property Act in any case. A compliant EPR establishes the building's real peak demand from twelve months of utility data, calculates spare capacity, models future electrification scenarios, and identifies the load-management measures and upgrades that would change the picture.

For EV charging specifically, the EV Ready Plan turns that capacity picture into a stall-by-stall charging strategy and is the formal route into BC Hydro's rebate program. Between them, these two documents define the technical scope an electrification upgrade delivers — which is why most managed projects start from one.

The lifecycle of a managed electrification project

However large the project, the path from adopted plan to finished upgrade runs through the same stages:

  • Scope definition. The plan's recommendations become a written scope of work and specifications that contractors can price like-for-like. This step decides how comparable the quotes will be.
  • Procurement. Quotes are requested, contractor questions are fielded, and bids are compared on substance — scope coverage, exclusions, schedule — not just the bottom line.
  • Approvals, permits, and rebates. The strata's own approvals (votes, bylaws, alteration terms), electrical permits, utility coordination, and the rebate paperwork — pre-approvals before commitments, claims within their windows.
  • Construction. Licensed electrical contractors carry out the construction, alongside whatever other trades the project needs. Progress, invoices, and changes are reviewed against the agreed scope.
  • Closeout. Inspections, documentation into the strata's records, rebate claims completed, and owners told plainly what was built and what it means for them.

Across all five stages runs the task councils feel most: communication — keeping owners informed in plain language, so the project keeps its support from first vote to final walkthrough.

Who does what

Three roles keep an electrification upgrade honest. The council owns every decision — scope, contractor selection, budget, and pace. Licensed electrical contractors carry out the construction. And between the two sits the project management: reading the technical documents, framing decisions in plain language, keeping the schedule, the budget, and the rebate paperwork moving. In smaller projects a council member or strata manager sometimes absorbs that third role; in larger ones, most councils want an experienced party doing it on their side of the table.
