If your strata is in BC's December 31, 2028 deadline group — most of the province outside Metro Vancouver, the Fraser Valley, and Greater Victoria — the Electrical Planning Report isn't a question of if. Every strata corporation of five or more lots needs one under section 94.1 of the Strata Property Act. The only real decision in front of your council is when to put the engagement in place, and there is a practical case for making that decision in 2026. Here it is, plainly.

A signed agreement turns an estimate into a number

Until a proposal is signed, an EPR is a line in the budget with a question mark on it. We quote every Electrical Planning Report as a fixed price, scoped to your building. Once the agreement is signed, your council is working with an exact figure: the number in the budget is the number on the contract. For a council planning its next fiscal year, that is the difference between budgeting and guessing.

For agreements signed in 2026, the price is set at signing — at 2026 pricing — and it does not change, whenever the report is delivered. Your council doesn't need to wonder what an EPR will cost in 2027 or 2028: for your strata, that question is answered the day the agreement is signed.

A deposit in 2026 — the balance in 2027

Booking in 2026 doesn't mean paying for everything in 2026. A deposit secures the agreement, and the remainder is finalized in 2027. How your strata plans for that across its budget years is entirely the council's call — the structure simply gives you the flexibility.

The report is worth more with runway in front of it

An EPR is a planning document, and planning documents pay off in the time between delivery and deadline. A council that books early has time to take the report's recommendations to owners, budget for them across more than one fiscal year, and sequence any upgrades deliberately. It also has an answer ready for owner EV-charging requests under sections 90.1–90.3 of the Strata Property Act — a request framework that comes into effect on the earlier of the strata obtaining its EPR or its EPR deadline passing. And if the strata later pursues charging, the completed EPR satisfies the planning-document prerequisite for BC Hydro's standalone EV charger rebate; a building-wide charging design is the job of an EV Ready Plan, a separate deliverable with its own BC Hydro rebate of up to $3,000.

What booking involves

1. Request a proposal. Tell us about your strata — lot count, number of buildings, approximate age, and anything the council already knows about the electrical system. Photos of the main electrical room help but aren't required.
