What this means for Cariboo & Thompson strata councils

This guide covers booking your epr in 2026: a guide for stratas on the 2028 deadline for strata corporations across Cariboo & Thompson. The requirements are province-wide, but two things are local to your council — the deadline you are working toward and the kind of building you manage.

The Cariboo and Thompson regions cover Kamloops, Merritt, and Quesnel. Kamloops carries a mix of 1980s–1990s wood-frame walk-ups, townhouse complexes through Aberdeen and Sahali, and concrete highrise stock near downtown — making it the region's most active strata electrical consulting market.

  • Electrical Planning Report (EPR): due December 31, 2028 for Cariboo & Thompson stratas of five or more lots, under the Strata Property Act.

The full guide

If your strata is in BC's December 31, 2028 deadline group — most of the province outside Metro Vancouver, the Fraser Valley, and Greater Victoria — the Electrical Planning Report isn't a question of if. Every strata corporation of five or more lots needs one under section 94.1 of the Strata Property Act. The only real decision in front of your council is when to put the engagement in place, and there is a practical case for making that decision in 2026. Here it is, plainly.

A signed agreement turns an estimate into a number

Until a proposal is signed, an EPR is a line in the budget with a question mark on it. We quote every Electrical Planning Report as a fixed price, scoped to your building. Once the agreement is signed, your council is working with an exact figure: the number in the budget is the number on the contract. For a council planning its next fiscal year, that is the difference between budgeting and guessing.

Book in 2026, and it's 2026 pricing

For agreements signed in 2026, the price is set at signing — at 2026 pricing — and it does not change, whenever the report is delivered. Your council doesn't need to wonder what an EPR will cost in 2027 or 2028: for your strata, that question is answered the day the agreement is signed.

A deposit in 2026 — the balance in 2027

Booking in 2026 doesn't mean paying for everything in 2026. A deposit secures the agreement, and the remainder is finalized in 2027. How your strata plans for that across its budget years is entirely the council's call — the structure simply gives you the flexibility.

Included with 2026 bookings

Two things come with every EPR agreement signed in 2026, at no added cost.

A resident EV-charging interest survey. We run our online survey for your strata's owners and residents, asking about current and planned EV ownership and charging interest, and deliver the results to your council in summary form. It gives the council a real read on demand in its own building — useful context for the EPR's electrification planning, and for every EV conversation the council will have afterward.

A presentation of the completed report to your council or AGM. When the report is done, we'll walk your council — or your annual general meeting — through it by video call and take questions. Owners hear the findings explained in plain language, and the council isn't left to translate a technical document on its own.

Both offers apply to Electrical Planning Report agreements signed on or before December 31, 2026.

The report is worth more with runway in front of it

An EPR is a planning document, and planning documents pay off in the time between delivery and deadline. A council that books early has time to take the report's recommendations to owners, budget for them across more than one fiscal year, and sequence any upgrades deliberately. It also has an answer ready for owner EV-charging requests under sections 90.1–90.3 of the Strata Property Act — a request framework that comes into effect on the earlier of the strata obtaining its EPR or its EPR deadline passing. And if the strata later pursues charging, the completed EPR satisfies the planning-document prerequisite for BC Hydro's standalone EV charger rebate; a building-wide charging design is the job of an EV Ready Plan, a separate deliverable with its own BC Hydro rebate of up to $3,000.

What booking involves

  1. Request a proposal. Tell us about your strata — lot count, number of buildings, approximate age, and anything the council already knows about the electrical system. Photos of the main electrical room help but aren't required.
  2. Review a fixed-price proposal. It defines the scope in writing, and we're glad to show you a sample report and references alongside it — see what to ask any EPR provider.
  3. Sign and place the deposit in 2026. That sets your price at 2026 pricing, secures the two included offers above, and puts the engagement in place. We work at being easy to reach — replies usually come the same day.

Your council can start today: request a fixed-price proposal and book your EPR at 2026 pricing.

What is the EPR deadline for Cariboo & Thompson stratas?

Strata corporations across Cariboo & Thompson of five or more lots must have a current Electrical Planning Report by December 31, 2028 under the Strata Property Act.

We're a 2028-deadline strata. Isn't 2026 too early to book an EPR?

No. The requirement applies regardless of when you engage a provider, and booking early means the council works with a fixed number, at 2026 pricing, with time to act on the report's findings before the December 31, 2028 deadline.

Is the price fixed once we sign?

Yes. Our proposals are fixed-price and scoped to your building. For agreements signed in 2026, the price is set at signing at 2026 pricing and does not change, whenever the report is delivered.

Do we pay the full amount in 2026?

No. A deposit at signing secures the agreement in 2026, and the balance is finalized in 2027. How the strata plans for that across its budget years is up to the council.

What is the resident EV-charging interest survey?

An online survey we run for your strata's owners and residents, covering current and planned EV ownership and charging interest. We deliver the results to the council in summary form. It is included at no cost with EPR agreements signed on or before December 31, 2026.
